The Luxembourg Chamber of Deputies unanimously adopted a motion condemning the Azerbaijani aggression:

The Chamber of Deputies

  • Considering that the deadly struggle between Armenian and Azerbaijan over the sovereignty of Armenian-populated Nagorno Karabakh continues
  • Noting that Azerbaijan launched an attack on September 27, 2020 with the aim of taking control of Nagorno-Karabakh,
  • Realizing that the ongoing battles are the most brutal after the 1994 ceasefire,
  • noting the growing difficulties with the involvement of third countries, particularly Turkey,
  • Recognizing that Turkish President Recep Tayyip Erdogan is providing political and military assistance to Azerbaijan by supplying Syrian mercenaries and military equipment,
  • Noting that Turkey has issued an ultimatum, insisting that the ceasefire will be established only when, with the support of Yerevan (Armenia), the forces leave the disputed territory,
  • Realizing that this military and political conflict, involving third parties, could lead to a larger conflictCalls on the Government to:
  • clearly condemn all military actions that contradict the provisions of the 1994 ceasefire
  • condemn any external interference with one of the parties to the conflict, in particular Turkish military assistance to Azerbaijan;
  • support ceasefire initiatives in Nagorno-Karabakh; call for respect for the principles of the May 1994 ceasefire.

-Yesterday a resolution was submitted to the Luxembourg parliament condemning the military actions unleashed by Azerbaijan against Artsakh. What processes will follow this call?

-The next step would be for the government to formally condemn the military actions as well as to support any action towards a cease-fire. Finally the government will also have to denounce the turkish intervention. Parliament has no diplomatic arm, so we have to invite the government to condemn an action formally, yet the motion we voted on clearly shows the commitment of our parliament to a swift and peaceful resolution of the aggression.

-We see a lot of resolution, excitement, but the war is still going on. In your opinion, what is the international community that can not influence Azerbaijan? Reason to stay in Turkey?

-The condemnation of Turkey is especially important as Turkey is a country the European Union and NATO have a bit of sway over, so the motion also tries to use the (little) influence we have to move Turkey away from aggressive tactics.

-But what is the role of the European Union, the United States, the Russian Federation or other players in stopping Turkey and Azerbaijan?

Exerting political pressure (including reducing financial contributions, pausing visa-waiver programs, pausing free trade agreements, …) and if that won’t help deploying multilateral peace-keeping troops once a cease-fire or relative stability of the situation has been achieved. I don’t believe in responding to aggression with more aggression.

-What are your predictions for resolving this situation?

-I strongly believe that the international community needs to come together to condemn aggressive acts of war and move to exclude warmongers from certain. international assemblies or treaties so to force a diplomatic resolution as quickly as possible.

-The Armenian authorities call on foreign states to recognize the independence of Karabakh and the right to self-determination. It’s real now?

-I am a strong supporter of the right to self-determination for every community, territory and country! Thus I support that claim for Karabakh.
